If Dusana’s missive from Part 1 of my leak reveals the official architecture of the coming dissolution, the second document reveals the far more human scramble already underway beneath it.

Marked “For Sovereign Warriors Council Members Only,” this private communication from XN-1031 shows that the Xandrians were not content to wait passively for the formal machinery of the Council to grind into motion. They were already moving — quietly, logically, and with characteristic precision — to shape the outcome before the vote could harden into fate. What follows is XN-1031’s proposal to Accord Chair Wheeto and the Sovereign Warriors Council: an offer of merger, survival, and shared power made to an Accord standing perilously close to extinction.

To Accord Chair Mediados, and Council Members Wheeto, Goose, and Raventhon:

Greetings from XN-1031, writing on behalf of the Xandrian Handlers Accord and the Xandrian Consensus.

The Xandrian Consensus have observed the Sovereign Warriors for an extended period of time.

The Consensus has concluded that the philosophy of the Warriors is sound. It has further concluded that the diligence of the Warriors is notable. Despite a relative lack of accolades, the Warriors continue to fight, continue to participate, and continue to pursue improvement. This persistence is significant. It is also the judgment of the Consensus that the Warriors are constrained primarily by insufficient numbers, rather than insufficient quality.

This pattern is familiar to the Xandrian people. For that reason, the Consensus recognizes a measure of kinship between the Sovereign Warriors and the Xandrian Handlers.

Accordingly, I am authorized to present the following proposal.

The Xandrian people wish to propose an Accord Merger between the Sovereign Warriors Accord and the soon-to-be-formed Xandrian Accord.

The Consensus has determined that such a merger would be strategically beneficial, politically beneficial, and economically beneficial to both parties.

The relevant logic is as follows.

If the Warriors and the Xandrians merge, their combined strength may rival, and potentially exceed, that of the Pathfinders and the Champions. The Warriors would gain access to the Xandrians’ consistent performance, reliable participation, and accumulated resources, including Accord REP and steady contribution in the Accord Wars. The Xandrians would gain access to high-performing Academy-licensed Chaos Brokers, including World Champion Wildling, Wheeto, Crime Goose, Meatgazer, draknab, Mediados, and others, together with their fully licensed Brokerage Houses and their stable of Permanent Agent Contracts.

The conclusion is direct. The merger produces meaningful benefit for both parties. In the idiom commonly used by other species, this is a win-win outcome.

Should the Warriors accept this proposal, the resulting Accord would no longer be designated Xandrian Handlers. The new Accord would instead be designated either Xandrian Sovereigns or Xandrian Warriors. The final designation would be determined collectively through agreement between the Xandrian Consensus and the Sovereign Warriors Broker Council Members.

Further, the Sovereign Warriors Broker Council Members would represent the merged Xandrian–Warriors Accord on the Broker Council. I, XN-1031, would retain my position among the Academy Observers. This would allow me to continue exercising a vote on behalf of the Xandrian Consensus in future official matters.

If the Warriors choose to accept this proposal, then all current members of the Sovereign Warriors will be accepted into the Xandrian Accord. In that scenario, the Xandrians and the Warriors—as well as the parties and votes they are able to influence—will act in concert to support the dissolution of the Sovereign Warriors Accord in its current form.

As soon as the Vote is complete, and the Warriors are dissolved, Accord Chair Mediados and I will issue a joint announcement confirming the formation of the new combined Xandrian–Sovereign Warriors Accord. We shall decide on the new Accord’s name by vote prior to the Accord Dissolution Vote.

It is also acknowledged that specific Warrior members may still prefer to join other Accords despite the merger. If so, they will remain free to do so.

The Xandrian Accord requests that Accord Chair Mediados deliver a formal response to our proposal to me via Luchapetal the Hedgewitch, who in turn will relay the decision to me via Jorge Ben-Georges of The Red Sun News, and my confidant.

If the Warriors choose not to accept this proposal, the Xandrian people will understand. Our assessment of the Sovereign Warriors will remain unchanged. Our respect for your Accord will remain intact.

In that event, we shall meet again on the Shard Fields of the Altareth River Valley.

What you have read here are not rumors, not corridor whispers from Merchant City, and not the embellished recollections of Brokers drinking too late beneath the smoke-stained beams of the Three-Headed Liar.

They are hard proof that, long before the public was invited to contemplate the coming Accord Dissolution Vote as a sober exercise in merit and governance, key actors were already maneuvering to shape its outcome in private.

In the days ahead, I will bring you a deeper investigation into the alignments, inducements, quiet bargains, and strategic calculations that unfolded behind closed doors as the Accords prepared for possible extinction, merger, or ascension.
