There are moments in the life of a reporter when the machinery of power does not merely creak open, but briefly forgets to close itself.
This is one of those moments.
For months now, loyal readers have followed my reporting on the Xandrians’ long and improbable march from tolerated outsiders to contenders for permanent standing within the official architecture of Chaos Shard Battle governance. You have read, in these pages, of their first direct appeal to the Broker Council, of their performance in the World Championships and the Accord Wars, of the shifting mood inside the High Council and Chaos Academy, and of the increasingly fragile position of the old Academy Accords as the Firmament’s political winds began to change.
Now, I am in possession of two extraordinary documents that cast that struggle in a far sharper, and frankly more unsettling, light.
The first is a formal communication from Dusana Altura, Regent of the High Council and Chair of the Chaos Academy, issued with Titus, Wolfram, and Valon: a missive to the Chaos Broker Council laying out, in crisp and devastating terms, the Council’s decision to elevate the Xandrian Handlers into permanent Accord status while condemning one of the three standing Academy Accords to dissolution. This document is included, in its entirety, below in this Part 1 of the leak.
The second is more private, and perhaps more revealing still: a missive marked “For Sovereign Warriors Council Members Only,” authored by XN-1031 on behalf of the Xandrian Consensus, proposing a strategic merger between the soon-to-be-formed Xandrian Accord and the Sovereign Warriors before the dissolution vote could seal the Warriors’ fate. This second missive will be published in Part 2 of the leak.
Taken together, these documents reveal something the public has thus far only glimpsed in outline: that the coming Accord Dissolution Vote is not merely an administrative necessity, nor merely the latest chapter in the Xandrians’ push for legitimacy. It is also a contest of private persuasion, strategic positioning, pre-emptive bargaining, and controlled panic among those who understand that an Accord’s destruction is not an abstraction, but a redistribution of power, identity, contracts, Houses, and history.
I publish both missives – separate into two parts – because the citizens of the Firmament deserve to know what is being said in private while they are instructed, in public, to trust the process.
In the days ahead, I will be bringing you a deeper investigation into the negotiations, alignments, inducements, and quiet acts of desperation that have unfolded behind the velvet curtain of official statements. Who knew what, and when? Which Accords began planning for extinction before the vote was even scheduled? Who sought mergers, who sought guarantees, and who sought to preserve appearances while cutting bargains in the dark? Most importantly: was the dissolution process ever truly a neutral contest of merit, or had the real campaign already begun long before the first formal vote was cast?
Those answers, dear reader, lie ahead.
For now, let us begin with the documents themselves, start with the first missive from Dusana and the High Council to the Broker Council.
Document 1: A Missive to the Chaos Broker Council
From Dusana Altura, Regent of the High Council and Chair of the Chaos Academy
By To the members of the Chaos Broker Council,
After careful review, prolonged observation, and no small amount of deliberation, the High Council and the Chaos Academy have reached agreement that the Xandrian Handlers shall be granted permission and license to evolve into a permanent Accord, with all rights and privileges attendant to that status.
Let us speak plainly, as precision is the only courtesy owed in moments such as these.
The Xandrian Handlers will be recognized as a non-Academy Accord. Xandrian individuals will not be required to undergo Chaos Academy training in order to join the Xandrian Handlers Accord. They shall continue to retain the right to recruit up to one Chaos Battle School-trained Chaos Agent to their Pod, and they shall maintain full access and control over the Shards and other resources gained through Chaos Shard Battles and related endeavors.
At the same time, the High Council does not grant members of the Xandrian Handlers the license to operate a full-fledged Brokerage House. Such authority remains contingent upon Academy training and certification. Xandrian Handlers will therefore remain limited to recruiting at most one Chaos Agent for their Pod, which shall remain the formal term for a one-Agent Xandrian battle organization.
As part of this agreement, the Xandrians have also accepted a further condition: they shall recruit select Academy-licensed Chaos Brokers from other Accords to join the Xandrian Handlers. Academy-licensed Chaos Brokers who accept such invitations shall continue to operate their fully licensed Brokerage Houses, even while joining the Xandrian Accord. Entry into the Xandrian Accord will be by invitation only, and it is our understanding that the leadership of the Xandrian Accord will begin reaching out to specific Chaos Brokers in the coming days.
This settlement, however, carries with it a consequence neither trivial nor avoidable.
With the elevation of the Xandrian Handlers to full Accord status, the High Council has also determined that the total number of official Accords shall be limited to three.
That limit must now be honored.
This means that one of the current Academy Accords—the Cunning Champions, the Alusian Pathfinders, or the Sovereign Warriors—will be dissolved. Members of the dissolved Accord shall be permitted to choose one of the two remaining Academy Accords to join, or, if invited, they may choose to enter the Xandrian Handlers at the discretion of the Xandrian Accord’s leadership.
The High Council and the Chaos Academy do not take this decision lightly.
It is only after significant deliberation and sustained observation of the Xandrians’ performance over the past year that the Council and Academy have arrived at the conclusion that the Xandrians have earned their place as an official Accord. There is now overwhelming evidence that Xandrian Handlers attend, with unusual diligence, nearly every Shard Battle to which they are admitted. They have performed commendably in the World Championships and the Accord Wars, despite the evident limitations of their training, the constraints of their Battle Tech, and the rule that binds them to a single Chaos Agent within each Pod.
They have also demonstrated the safety of their proprietary, and still non-Academy-approved, Battle Tech to a level satisfactory to the High Council. More significantly still, the Xandrians have shared advances from their Battle Tech program with both the Council and the Academy, contributing materially to recent progress in Shard Battle systems used by Academy Brokers.
It was the Xandrians who perfected the ability for Shard Harvesters to extract Elements from harvested Shards, thereby granting Agents access to increased Elemental breadth and XP during battle. It was likewise through collaborative work between the Xandrian High Repository and the Clausius scientific leadership that Chaos Brokers became able to unlock “sideways” Skill in an Agent’s Elemental Skill Map.
These are not ornamental achievements. They are structural ones.
The conclusion is therefore difficult for some, but not unclear: the Xandrians have shown themselves eager not merely to participate in Chaos Shard Battles, but to improve their safety, efficiency, and sophistication for all who engage in them.
Given these undeniable and cumulative facts, the High Council and the Chaos Academy have voted near-unanimously to license the Xandrian Handlers as an official Accord, and to dissolve one of the current Academy Accords.
We intend to conduct the selection of the Accord to be dissolved with as much transparency and fairness as such a process permits. The Chaos Broker Council will have significant influence in that decision.
The High Council, the Chaos Broker Council, and the Academy Observers will each vote to determine which Academy Accord is dissolved on Friday May 8th, 2026, following the completion of:
1. Accord Trophy #4 — marking the end of Accord Wars II and the final Accord Trophy to feature four Accords;
2. Gold Trial #6 of the Third World Championship.
Following those events, the Accord Dissolution Vote will take place.
The following parties shall each cast one vote, for a total of 17 votes, on which Academy Accord shall be dissolved—Champions, Pathfinders, or Warriors:
- One vote for each member of the High Council: Titus, Wolfram, Valon, and myself, Dusana;
- One vote for each member of the Chaos Broker Council: three for the Champions, three for the Pathfinders, and three for the Warriors;
- One vote for each Academy Observer: Provost Marblemaw of the Chaos Academy, Reed Redding Esq. of the Dagna Ro Trade Union, Sorith of the Altareth Union Bosses, and XN-1031 representing the Xandrian High Repository.
The Academy Accord receiving the highest number of votes shall be dissolved. Its members will then be given the opportunity to join one of the two remaining Academy Accords—or the Xandrian Handlers, should they be invited.
In the event of a tie, it shall be resolved by an additional vote cast by me, in my dual capacity as Regent of the High Council and Chair of the Chaos Academy.
The Chaos Broker Council remains free to make whatever decision it deems fit, including the making of agreements with other Accords, preferably with the knowledge and approval of its Accord members.
It is further agreed among the members of the High Council and the Academy Observers that our decisions shall be based upon the performance of the Academy Accords in the following:
- Accord Wars I and II;
- Accord Trophy #3 and #4;
- Overall Accord REP Leaderboard
The forthcoming Accord Trophy #4 will therefore serve not merely as another spectacle for the Firmament, but as an examination of the strength, cohesion, and vitality of the existing Academy Accords. It is, in every meaningful sense, an argument made in battle form.
Accordingly, I encourage the Chairs of each Accord to gather as many of their members as possible for Accord Trophy #4. The future of your Accord depends on it in the most literal way.
From this moment forward, the members of the High Council and the Academy Observers—with the sole exception of Provost Marblemaw—are placed under embargo from contacting the Chaos Broker Council or any Chaos Brokers directly, so as not to improperly influence the outcome of the Accord Dissolution Vote. Any questions from the Broker Council or its Accord members may therefore be directed to Provost Marblemaw between now and the vote.
May the Alusian Tree forever guide your path, and may the brightest Accords remain shining upon the canvas of our Firmament.
